Senator Loren Legarda in the Philippines recently introduced the Anti-Computer Pornography Act to make it illegal for any "any remote computer facility operator, electronic service provider or electronic bulletin board service provider to knowingly transmit, offer or attempt to send any communication that contains indecent material, to a person under 18 years of age." Under the act peddlers of pornography would face stiff financial penalties as well as possible jail time.
Senator Legardacited the example of one site, freely open to Internet users, including minors, which depicts pornography of Filipino women and girls. "Our biggest worry here is free access," she explained, "Other adult sites at least require prior user registration and credit card details, which somehow help to screen or discourage minors."
There are also concerns about pornography's role in human trafficking. Senator Legarda asked the Inter-Agency Council Against Trafficking (IACAT) to look into the websites. The IACAT is made up of government agencies as well as private groups that combat trafficking.
